The Croatian Post and Electronic Communication Agency (HAKOM) is a national agency for regulatory and other activities within its authorizations and competencies as set out in the Electronic Communication Act and Post Act. The Agency promotes market competition in the area of the provision of electronic communication networks and services, electronic communication infrastructure and corresponding equipment, promotes Customer interests, and contributes to the EU internal market development. The Agency is an independent, autonomous and non-profit legal entity with public authorities. The Agency operates publicly. The Agency was founded by the , and is responsible to the Croatian Parliament.
During the public tender in mid-2008 HAKOM opted for RECRO-NET LLC to implement the business system, which proved to be a good decision given the fact that RECRO-NET managed to finalize the implementation of the Microsoft® Dynamics NAV® solution successfully, smoothly and within the foreseen time framework. The User adaptation to this type of a new solution was also fast and efficient.

HAKOM is a national Agency for regulatory and other activities within its authorizations and competencies as set out in the Electronic Communications Act and Post Act, which regulate post services.

The Agency is in charge of electronic communication and post service accounting. The funds for the Agency’s operation are provided in compliance with the Agency’s Annual Financial Plan from the following sources:
1. Address and number fees,
2. Radiofrequency spectrum fee,
3. Fees for other Agency’s activities, accounting for a percentage of total annual gross income generated in the former calendar year by Operators and Providers of electronic communication networks and services in the market, with the exception of electronic media publishers who broadcast their radio or television programs over their own electronic communication network, used for that purpose exclusively,
4. State budget of the for regulatory and other activities concerning post and dispatch services.
The sum up of the most important features of the new application system for HAKOM includes the following:
1. Core business monitoring and support in compliance with effective internal and external legislative acts, from request receipt to invoicing and automatic and real-time integration of corresponding information/data;
2. Option for flexible multidimensional planning and reporting for all elements in the general ledger/accounting plan and time framework, and for all business segments. Reporting should support financial reports as set out in legislation.
3. To provide and support currently decentralized invoicing, predominantly for fees and an option for invoicing process centralization.
Results

Since the Agency is continuously concerned over its recruitment structure and permanent Employee education and uses Microsoft® platform based tools in its operations, it was easy to help the Users get used to the new system. Due to simple User interface based on Microsoft technology and professional project management by RECRO-NET, the Users were quickly able to acquire the skills needed to operate with new solutions.
The implementation began in mid-2008, the new go live solutions became operational on January 1, 2009, whereas the delivery log was signed in early February 2009.
The HAKOM Agency implemented all standard Microsoft® Dynamics NAV® 4.00 modules: General Ledger, Fixed Assets, Sales and Receivables, Relationship Management, Procurement and Payables, Resources, Human Resources Records, and RECRO-NET add-ons: Treasury, Travel Orders, Licensing and Automatic Fee Invoicing for the first and subsequent years.
The basic reasons for the decision to implement Microsoft® Dynamics NAV® were the following:
- A need for centralized, integrated and complementary application system;
- A need for currently decentralized invoicing monitoring and support;
- A better insight into current business data, business processes and real-time business review.
The implementation process included a project team of six people from all lines of business. During the implementation there were also other persons involved in the project when needed. The implementer had two permanent consultants of its own, whereas software designers were engaged according to the scope and dynamics required in the project.
HAKOM expressed its satisfaction with the implemented solution and RECRO-NET as an Implementation Project Manager. RECRO-NET was chosen due to its experience and reputation in the business community, and particularly due to the fact that RECRO-NET and entire RECRO Group RECRO-NET belongs to use Microsoft® Dynamics NAV® in their everyday work. RECRO-NET won the public tender for Microsoft® Dynamics NAV® implementation irrespective of other competitors.

The decision to implement the Microsoft® Dynamics NAV® business solution resolved the IT system issue for HAKOM. The former IT system was not completely complementary and was no longer able to fulfill the Agency requirements. The implementation of this business system resulted in better and up-to-date data availability, better and up-to-date accounting and controlling management.
